The GMs being the sole "fun maker" is such a toxic thing because it is, like you said, a huge burden on one person that already has a ton of other things to carry for a session. And with so much GM advice having as like "The most important thing is make sure everyone has fun :)" is kinda daunting for new people to get into, because it's so easy for things to feel like they're Your Fault.
